To support the efforts of the Pacific Fishery Management Council and other stakeholders to transition the management of the Pacific Groundfish trawl fishery to an Individual Quota system. A key outcome is that the Pacific Groundfish Trawl Individual Quota program serves as a model catch shares program (formerly known as dedicated access privileges, or DAPs) meeting ecological, economic, and social standards.
