Richard Margoluis, Ph.D., M.P.H., to assume role immediately.
Palo Alto, Calif. – Richard Margoluis, Ph.D., M.P.H., will be the new chief measurement, evaluation and learning officer at the Gordon and Betty Moore Foundation. Margoluis will work closely with the board of trustees and grantmaking teams to advance the organization’s work in science, environmental conservation, patient care, and in the Bay Area.

Fineberg, M.D., Ph.D. “Richard brings a unique understanding of our approach to philanthropy and expertise in using measurement and evaluation to enable performance improvement.”
As chief measurement, evaluation and learning officer, Margoluis will oversee a team dedicated to supporting the foundation’s four grantmaking programs, helping our staff and grantees use adaptive management to improve outcomes and results.
“I look forward to assuming this new role at the foundation,” said Margoluis. “Since first working with the foundation as an advisor in 2002, I have admired the vision of Gordon and Betty Moore and shared a commitment to the mission of the foundation.”
Margoluis came to the foundation in 2016 from Foundations of Success, a small nonprofit organization he co-founded. Foundations of Success is dedicated to improving the practice of conservation and development through enhanced monitoring, evaluation, learning, and collaboration. Through that organization, he developed concepts, tools and approaches for enhanced practices; assisted partner organizations to develop adaptive management systems; evaluated conservation projects and programs; managed applied research related to evaluation; and facilitated cross-site and cross-institutional learning.
Prior to co-founding Foundations of Success, he was the director of the Analysis and Adaptive Management Program and the Latin America and Caribbean Program at the Biodiversity Support Program in Washington, DC. Before the Biodiversity Support Program, Margoluis worked internationally as an assistant director of a biosphere reserve, founder and director of two community-based health and development organizations, field analyst for a food security information system, and evaluator of post-disaster interventions.
He holds a Ph.D. in epidemiology and an M.P.H. in international public from Tulane University. He also holds a Bachelor’s in Latin American studies from Northwestern University.
Margoluis replaces Debra Perez, Ph.D., who recently assumed the role of senior vice president, organizational culture, inclusion and equity at Simmons University in Boston, MA.
With more than $6.7 billion in assets, the Moore Foundation is one of the largest foundations in the United States.
